The consensus ratings and comments are attached. I regret to let you know that unfortunately it has not been recommended for further assessment. The critical criteria are as follows: "This proposal doesn't really look like a COST Action proposal but more like a very ambitious research project addressing all possible problems related to adaptive spoken dialogue systems, ranging from feature extraction, speech recognition, dialogue systems, and even emotion. Also, the consortium is mainly (only) composed of academic partners spanning a very large set of expertises. However, as a COST proposal, this is really below standard and the motivations for such a specific action is not clearly given." In my opinion, the Proposal motivates clearly the need for this Action (e.g. see the Abstract). The proposal addresses challenges to make current SDSs more usable in real-world applications, which requires a lot of multidisciplinary expertise to work at different levels (ASR, SLU, dialogue management, etc.). These problems and challenges were discussed in the Preliminary Proposal. Hence, the proposal is not now more ambitious than before. The final part of the Proposal contains data of European scientists and research groups interested in the technology of SDSs.
